The Elgin O’Hare – West Bypass project is following the guidelines of public involvement as outlined in the Section 48-6 of IDOT Bureau of Design and Environment Manual of the project development process and the IDOT Context Sensitive Solutions policy. "Context Sensitive Solutions" refers to a process that focuses both on the outcomes as well as the design process. It is structured, interdisciplinary and participatory. It is essentially a collaborative and interdisciplinary approach that involves all stakeholders as part of the larger project team. Context Sensitve Solutions addresses safety and mobility, community and environmental values, the pavement and "beyond the pavement," and acknowldedges that the right solution for a given project must be consistent with the context of that project. The stakeholder involvement program will be structured to provide meaningful opportunities for public and stakeholder input throughout the duration of the project. Public input will be elicited to help define project purpose and need, and will be an essential component to the development and evaluation of transportation system concepts.
