Welcome to the Elgin O'Hare site!


              

IDOT and FHWA began the Elgin O’Hare – West Bypass (EOWB) project in 2007 to study transportation issues in a 127-square mile project area west of O’Hare Airport.   The EOWB has been advanced in two parts or “tiers.” Tier One addresses the “big picture” issues focusing on the needed improvements and  their location.  Tier One   concluded with a preferred multi-modal alternative consisting of new expressway, arterial, transit, and bicycle/pedestrian improvements.  
 
Tier One received Federal approval on June 17,  2010,  six months ahead of the original project schedule.  The extraordinary level of stakeholder involvement was a major factor in accelerating the project, and the project team extends our sincere thanks to everyone who participated in the planning process.  
 
Tier One used technical analyses and stakeholder input to evaluate transportation problems, alternative solutions, and identify the preferred transportation system alternative at a conceptual level of detail.

Tier Two is ongoing and includes more detailed engineering and environmental studies to refine the "Full Build Alternative."  Tier Two includes the preparation of the Tier Two Draft and Final Environmental Impact Statement (EIS), Preliminary Geometry, Design Report, Drainage Report, Financial Plan, Project Management Plan, and continued stakeholder involvement.  The Tier Two Draft EIS was published on March 30, 2012, and a a Public Hearing was held on April 18, 2012 with the comment period extending through May 14th. 

While IDOT's Tier Two Studies are ongoing, the Illinois Tollway will take the lead on advancing the project toward implementation.  The Tollway is advancing the "Initial Construction Plan" of the project, a streamlined version of the "Full Build Alterantive" that can address the transportation needs in the region through 2030.
